Our Client is a Rivers State Government Agency charged with the responsibility of providing the citizens with potable drinking water. The Agency would like to strengthen Its human resource base In order to meet the aspirations of the State Government and would like to Identify experienced, result-oriented professionals to form the new management team as part of Its re-organisatiion plan.
Specifically, the Agency would like to fill In the following positions:
1 General Manager
2 Head, Operations
3 Head, Commercial Services
Samuelson has been engaged by the Agency to identify exceptional, proactive, experienced and versatile individuals to fill these 3 positions.
The general requirements for all positions are as follows:
•Minimum of 12 years post graduation experience
•Strong verbal, written communication & intersectorial skills
•Postgraduate degree and / or professional qualifications will be a distinct advantage
•Good MS Office skills – Word, Excel and PowerPoint

QUALIFICATIONS /SKILLS:
•A University Degree in Engineering, Geology, Geography or related field, with a minimum of second class division
•Excellent decision-making skills
•Strategic planning skills
•Hands-on experience in a Government or private sector water generation establishment will be an advantage
RESPONSIBILITIES / SCOPE OF WORK:
•Provides motivational and proactive leadership for the Agency
•Plans and manages the central procurement activities of the Agency
•Implements the re-organisation plan of the Agency
•Gives timely technical, operational and financial reports to the supervising Ministry, as required

QUALIFICATIONS / SKILLS:
•A University Degree in Hydrology, Water Engineering, Electrical Engineering or related field, with a minimum of second class division.
•A combination of training, education and experience in Engineering procedures and practices
•Procurement methods and procedures of a large-scale centralized purchasing function including buying, quality assurance, contract administration and contract law.
•Public sector experience, a good understanding of the Rivers State Public Procurement Law
•Experience in large-scale water engineering projects
•IT / IS proficiency and project management skills – a must
•Membership of COREN & NSE will be an added advantage
RESPONSIBILITIES I SCOPE OF WORK:
•Develops and implements a proactive and structured approach to problem diagnosis, presentation and solution development as regards the management of water projects and installations.
•Manages the Public Procurement Office of the Authority and ensures that contracting and procurement are line the requirement of the Rivers State Bureau on Procurement.
•Interfaces with the Bureau and ensures the preparation of written financial and administrative reports required for the processing of submissions to the Bureau
•Ensures timely maintenance of infrastructure, as appropriate prepares technical reports

• Experience in strategic marketing management.
•Knowledge of computerised information systems.
•Proven people management skills.
•An MBA will be an added advantage.
RESPONSIBILITIES / SCOPE OF WORK:
•Implements business development, commercial and revenue management policies, procedures and systems.
•Liaises with financial control and accounting officers.
•Tracks performance of commercial staff.
•Ensures compliance with statutory regulations as they affect the Agency.
